Carlinville Park Board Minutes for 12/1/12

Attending:  Amy Wills, President; Julie Fleischer, Vice President; Missy Haley, commissioner; Doug Downey, commissioner; Greg Ward, commissioner; Bernard Dzafic, park maintenance supervisor, Vicky Ray, secretary/treasurer

        The meeting was opened by President Wills at 5:43pm.  After brief discussion, motion to go to closed session for personnel issues was made by Commissioner Downey and seconded by Commissioner Ward.  Closed session was begun at 5:50 and closed at 5:54.  New bylaws that had been proposed by the operations committee were then reviewed.  Commissioner Downey made a motion to adopt the new bylaws and the motion was seconded by Commissioner Ward.

        Commissioner Haley then made a motion to return to closed session for personnel at 5:56pm and motion was seconded by Commissioner Ward.  Closed session was ended at 6:00.  After closed session, Commissioner Fleischer made a motion to dissolve the position of park board secretary/treasure for the park board.  The motion was seconded by Commissioner Haley.  Commissioner Haley made a motion to return again to closed session for personnel issues.  The motion was seconded by Commissioner Fleischer.  Closed session began at 6:08 and was ended at 6:18.

        Once returned to open session, Mr. Dzafic gave a report on possible sale of the truck that the district is no longer using.  There was a buyer interested who is willing to pay $350-400.  Commissioner Downey made a motion that the truck be sold for a sum in this range and the motion was seconded by Commissioner Ward.  Commissioner Haley will complete the bill of sale as acting treasurer.   Meeting was adjourned at 7:02 with plans to reconvene on 1/4/12.
